Phuong T.V. Ngo

Phuong Ngo is a partner in Gowling WLG's Ottawa office practicing in the Advocacy Group. She leads the firm's Procurement Group and also maintains a health law and medical defence practice. Phuong also previously served as a Trustee on the firm's Board of Trustees. She is fully bilingual and practices in both official languages. She also has a strong command of Vietnamese.

In her procurement practice, Phuong advises on the laws and policies relating to public procurements. Her clients include bidders and owners. She regularly provides training and strategic advice on the design and conduct of procurement processes, proposal preparation, government terms and conditions, procurement documentation and compliance matters. Phuong also has significant experience representing major clients in procurement-related disputes, including official bid protests and related litigation. Phuong is an advocate in the Ontario Court, the Federal Court of Canada, and the Canadian International Trade Tribunal.

With more than two decades' experience in the procurement space, Phuong is routinely recognized as a leader in her field by Lexpert, Best Lawyers in Canada, and Chambers Canada, the latter of which has described her as "great at zeroing in on the legal issues at hand, while also raising practical business considerations when running through solutions to problems."

In her medical defence and health law practice, Phuong represents medical professionals in civil litigation and regulatory matters. She has appeared before the Ontario Court, regulatory bodies and administrative tribunals. Phuong's area of particular focus is in the area of privacy law and matters related to the Personal Health Information Protection Act.
