Ellis Pinnell

Ellis is a Principal Associate based in London. He advises clients on a broad range of complex public law matters including public inquiries, non-statutory reviews, investigations and associated litigation. He is currently the Solicitor to the Brook House Inquiry.
Ellis previously worked as a Senior Lawyer for the Government Legal Department and has more than 20 years' experience of working in the public sector. He is a focussed and pragmatic lawyer with extensive skills and experience in conducting thorough investigations, complex case management and effective policy development.
In addition to the above, Ellis has been a key member of the team supporting a corporate government core participant on a high-profile public Inquiry, working closely with a Deputy Director at the Government Legal Department and senior officials across multiple teams. Ellis has provided end-to-end support throughout the inquiry process, including the coordination of Rule 9 responses, document review and disclosure management, witness preparation, and engagement with the inquiry’s legal team. In this role, Ellis has worked alongside leading counsel and in-house lawyers to ensure that strategic, procedural, and reputational considerations are aligned and effectively managed. He plays a central role in advising on sensitive evidential issues and preparing submissions. Ellis brings a calm and structured approach to complex matters involving cross-government collaboration and high volumes of sensitive material. His work is marked by careful attention to detail, clear communication, and a strong understanding of the public law and accountability frameworks that underpin inquiry participation by government bodies.
Having worked directly for Government and private sectors organisations, Ellis has a real appreciation of the different pressures that clients face, including commercial, regulatory, political and reputational risks. Ellis has advised on a broad range of complex and sensitive matters. He works collaboratively with clients from all sectors and provides clear insights and thorough understanding of their work and those that they engage with.
