David Fennell

After serving for 12 years, David stepped down as Chief Executive of Gowling WLG (UK) LLP and Co chair of Gowling WLG's International Board in April 2026.
As Chief Executive, David led the firm's UK and international strategy, guiding the business through a period of significant growth and change. This included Wragge, Lawrence & Graham's combination with Gowlings in 2016 and the subsequent expansion of the firm's global footprint, with new offices opening in Frankfurt, Shanghai, Beijing, Abu Dhabi and Leeds. A central focus of his leadership was strengthening client relationships and ensuring the firm consistently delivered an excellent client experience, underpinned by a strong culture of collaboration and innovation.
Before becoming Chief Executive, David headed the firm's projects and infrastructure practice. He advised on major, complex projects across a wide range of sectors, bringing deep experience of navigating regulatory and legislative change and providing commercially pragmatic advice on nationally significant infrastructure programmes, including work within the rail sector.
This professional background strongly informed his leadership of the firm following the launch of Gowling WLG, particularly in ensuring the business was fully integrated so that clients could benefit from its broader and more connected capabilities. David remains closely connected to the firm's clients and continues in his role as client relationship partner for several key relationships.
