Joey Suri

Joey Suri is a partner in Gowling WLG’s Montréal office. He advises clients on complex, high-value infrastructure and aviation projects, including their development and financing, and on strategic matters across the broader aerospace, space and defence sectors. His practice also includes construction, financial services and government relations.
With a strong track record supporting large-scale infrastructure projects, Joey has played a key role in several major mandates, including:
Deconstruction of the original Champlain Bridge ($400 million)
Refinancing of the Nouvelle Autoroute 30 ($1.2 billion)
Major refurbishment of the Louis-Hippolyte-La Fontaine Tunnel ($2.5 billion)
Construction of the Vaudreuil-Soulanges Hospital ($1.7 billion)
Construction of the new Île-aux-Tourtes Bridge and demolition of the original bridge ($2.3 billion)
Construction of the new Île d’Orléans Bridge ($2.7 billion)
Replacement of the roof of the Montreal Olympic Stadium ($870 million)
Development phase of the Alto high-speed train ($3.9 billion)
Joey was recognized in the 2024 and 2025 editions of Best Lawyers in Canada: Ones to Watch for his work in business law and infrastructure project financing.
Before joining Gowling WLG as a lawyer, Joey worked as a policy advisor to the Minister of Canadian Heritage in Ottawa. In this role, he advised the Minister on issues concerning Quebec, the awarding of grants to stakeholders, as well as on the national priorities of the government and their impact at the provincial level.
Within the firm, Joey plays an active role on the India Desk and has also been a member of the Montréal office’s Student Recruitment Committee for several years.
Joey is active in the legal community and has served for many years on the boards of directors of both the Young Bar of Montreal and the Bar of Montréal. He serves as a Governor of the Bar Foundation.
Joey holds a bachelor’s degree in civil law from the Université de Montréal. In 2023, he completed a short graduate program in public and private sector management, jointly offered by HEC Montréal and the École nationale d’administration publique. He is multilingual, but practises law mainly in French and English, both written and verbal.
