Noor is a Senior Associate in Gowling WLG's IP team based in Dubai. Prior to joining, Noor worked in a top tier international law firm in Washington D.C. where her experience was centered on trademark, copyright and media law with a particular focus on the technology, entertainment, video game, television, fashion/retail and food service industries. She assisted both mature and emerging companies on all aspects of brand development from inception though international expansion and beyond.
Noor works on commercial matters with particular focus on the commercialisation of IP rights through franchising, licensing, development and other collaborative agreements across a wide range of industries such as technology, e-commerce, F&B and fashion. Noor also handles a broad range of intellectual property matters, with a particular focus on IP counselling, enforcement, complex IP licensing and copyright enforcement in the technology, education, retail, hospitality, consumer products and other industries, and has experience advising on regulatory compliance, advertising laws, consumer protection, and unfair competition in the UAE.
Noor has carried out several high-profile secondments with prominent organizations, including a leading urban planning and public services authority, a government-backed innovation hub, and a pioneering technology and artificial intelligence company. During these secondments, she played a key role in revamping contract management processes and providing extensive commercial legal support. Noor assisted these organizations by drafting and negotiating a wide range of contracts, as well as creating suites of templates for core commercial agreements. She also developed resources such as clause libraries, FAQs, risk allocation matrices and legal playbooks to facilitate efficient contract preparation and negotiation by their business and legal teams. Her work covered a broad spectrum of agreements, including but not limited to commercial agreements (such as marketing, sponsorship, ambassador, social media, agency, and consultancy agreements), IP-related agreements (such as licensing, assignment, R&D, collaboration, and grant agreements) and operational agreements (such as services, contractor, supply of goods and funding agreements).
Noor has also led enforcement efforts on behalf of clients by developing and executing legal strategies to combat third party infringement and counterfeiting, particularly through successful complaints filed with government authorities. She has managed high-profile enforcement cases overseeing investigations, complaint filings, and aligning legal strategies with clients' business objectives. Her work has resulted in the removal of numerous infringing and counterfeit products and services from the market.
Noor further collaborates closely with the Corporate Team on high-value transactions, providing comprehensive IP support. Her involvement spans key stages of corporate deals, including due diligence, transaction structuring and post-transaction integration. This includes assisting with M&A transactions, joint ventures and investment agreements.
Noor holds two master degrees specialising in Intellectual Property, Antirust and Business Law from the George Washington Law School. She is fluent in Arabic, English and French.
Noor has been recognised by Managing Intellectual Property as a "Rising Star" in 2022 and 2023. She also received an honorable mention at the Lexis Nexis Women in Law Awards in the GCC for "Rising Star of the Year" in 2023. She has also been recognized by Asia IP Awards as an "IP Expert" in 2023, 2024 and 2025.
