This is the sixth in a series of thought leadership white papers about autonomous vehicles produced by Gowling WLG on behalf of UK Autodrive.

In this white paper, 'CAVs - Driving Social Change' we examine potential societal consequences of automation and how local and national government policies may need to change to accommodate them. We also look at how and when UK legislation might need to change in order to fully realise the societal benefits of connected autonomous vehicles (CAVs).

In its broadest terms, social policy deals with how the state meets the needs of its population. A good social policy is perceived to be one that reduces inequality and provides uniform access to services and support.

Recent technological developments, particularly the growth of artificial intelligence (AI), mean there are mounting expectations that fully autonomous driving may not be a preserve of the distant future.

Much of the technology needed to make it happen is in use today - it “just” needs piecing together to make a safe vehicle. But the technology cannot make the vision of an automated transport future happen on its own. We also need to look in-depth at our current laws, regulations and social need to make sure they are fit-for-purpose.
