Emmanuel Paillard ensures the legal security of clients' complex construction and real estate transactions through a multidisciplinary profile merging expertise in private and public contractual structuring, town planning and environmental law, construction law and land law, and a very strong experience in litigation and in legal risks arising from contentious proceedings.
He is a partner whose practice focuses on administrative law, public procurements and public private partnerships. He has extensive experience in construction and real estate law, and regulatory law and, in particular, town planning law and environmental law and has assisted both lenders and sponsors in many large-scale PFI construction and renewable energy projects.

Emmanuel has advised:
- a consortium led by the Bouygues construction group in connection with obtaining a partnership contract for the construction of the new Paris District Tribunal (Tribunal de Grande instance) in the industrial area of Clichy Batignolles (deal value, circa €700 million)
- a consortium led by the Bouygues construction group in connection with a PPP award procedure concerning the financing, conception, reconfiguration and operating of a well-known French football stadium (Stade Vélodrome de Marseille) (deal value, circa €350 million)
- the French Departement des Hauts-Seine on the implementation of the partnership contract for the financing, design, construction and operation of the Cité Musicale (City of Music) complex on the Île Seguin in the River Seine
- a consortium including Eiffage, Orange, FIDEPPP and Caisse des dépôts et consignations as a bidder in the awarding of a partnership contract for the construction of the Université Européenne de Bretagne, the first European digital campus
- a consortium led by NGE Group in relation to a PPP award procedure concerning the financing, construction and operating of the A150 motorway (deal value, circa €250 million)
For four years Emmanuel has been working on the two largest construction PPPs in France.
Along with the other lawyers of the PPP & Public French team, he advised the preferred bidder consortium during the awarded process and on disputes concerning the validity of the partnership contract and financial contracts. The team still advises the consortium for the implementation of the partnership contract.
These two major projects are the 'French Pentagon' in the Balard District in Paris (€1billion), a 280.000 sq m project including a 90.000 sq m private real estate program to finance the public buildings, and the new Courthouse of Paris (€700 M) in the Batignolles District in Paris too (a glass tower of 160 meters designed by Enzo Piano).
The French Pentagon is now completed and the new courthouse is under construction.
The French Pentagon project has been awarded as the European PPP Defense Deal of the Year 2011 by Project Finance Magazine, and we won the 'PPP & Project Finance' 2014 Golden Trophy at the law trophies ceremony in Paris - rewarding our involvement in almost all the major PPP projects in France for the last four years.

PPP CentraleSupelec: advising a consortium including Bouygues Bâtiment Ile-de-France (lead construction), Bouygues Bâtiment PPP, Bouygues Energie & Services, INFRARED, in connection with the Ecole Centrale Supelec PPP project, a new 25,000sq m facility for the Ecole Centrale Supelec on plateau de Saclay, near Paris.
PPP Cité Musicale: advising the Departement des Hauts-Seine (Council of the Haut-de-Seine) on the implementation of the partnership contract for the financing, design, construction and operation of the Cité Musicale (City of Music) complex on the "Île Seguin", an island located on the Seine River, at Boulogne-Billancourt.
PPP Campus Cordorcet: advising a bilder on the contract for the financing, construction, operation and maintenance of the infrastructure and buildings of the Condorcet Campus, part of the future "Cité des Humanités et Sciences Sociales" of the University Paris-Aubervilliers.
Société du Grand Paris: advising in connection with a valorization policy introduced in connection with the project "Grand Paris", a project having begun in 2007 and that aims to transform the Paris city area into a 21st century city and confirm its rank among competing international megacities. The project also aims to improve life for residents and to even out disparity between territories while building a sustainable city.
PPP Velodrome Stadium in Marseille: advising the consortium Bouygues/Infravia/CDC/Fideppp/CEPAC that was awarded the contract for the reconfiguration and operation of the stadium.
PPP Paris Courthouse (Tribunal de Grand Instance): advising the consortium Bouygues/Lloyds/DIF/SEIF that was awarded the contract for the financing, design, construction and operation of the new courthouse.
PPP ANSES: advising the consortium Sogeprom/Vinci/Barclays that was awarded the contract for the financing, design, construction and operation of the new headquarter of the French Agency for Food, Environmental and Occupational Health & Safety in Maisons-Alfort.
PPP European University of Brittany: advising the consortium Eiffage/Orange/Fideppp/CDC that was awarded the contract for the financing, design, construction and operation of the first digital campus in Europe.
LDR Médical Headquarter: advising LDR Médical on the contractual structuring and the negotiation of the contracts for the construction and the leasing of its new French headquarter near Troyes.
CitizenM Hotel in Roissy: advising CitizenM on the negotiation of the design and construction contract for the building of a 230 rooms hotel in the Roissy Airport area (Tremblay en France).
Import Export Bank of China: advising the bank on the contractual structuring, the public real estate law issues and the negotiation of the contracts for the design and the construction of its new European Headquarter in Paris, and during the construction phase until the completion of the works.
