Jamal Hejazi, PhD

Dr. Jamal Hejazi is a senior member of Gowling WLG's Transfer Pricing and Competent Authority team as well as the firm's China Group. Working in conjunction with the firm's Tax Group, Jamal helps organizations optimize their global tax position and reduce exposure to unfavourable audit assessments through proper tax planning and implementation strategies. He has been involved in work for a number of industries including automotive, pharmaceutical, energy, computer software, gaming, manufacturing and services. He also specializes in intangible valuation and has done work for both the technology and biochemical sectors.

Prior to joining Gowling WLG, Jamal was a senior transfer pricing economist with the Canada Revenue Agency, where he participated in the resolution of a number of transfer pricing issues, including the relief of double taxation on Canadian corporations. He was instrumental in the negotiation of Advanced Pricing Agreements between Canada and foreign tax authorities.

Jamal has also held a faculty position at the University of Windsor, and was a lecturer at both Carleton University and the University of Phoenix. He is currently on faculty at York University's Asian Business and Management program as well as the executive MBA program at the Telfer School of Management. He is also involved in teaching and developing course curriculum for the CICA’s in-depth course on Transfer Pricing.

Jamal's expertise has been recognized through the courts. Serving as an expert witness at the Tax Court of Canada, Jamal was qualified as an expert in the area of economics.

Complementing his graduate degrees, Jamal has recently earned the Registered Professional Accountant (R.P.A.) designation. He is currently completing his CPA designation in the State of Illinois.

Jamal is published widely in leading tax journals including International Transfer Pricing Journal (ITPJ), Tax Notes International, BNA Tax Management Transfer Pricing Report, Global Intellectual Property Asset Management Report and Practical US/International Tax Strategies.  He was also cited in the Practitioner's Income Tax Act 2011, 39th Edition.

Jamal is also a published author, having written many books. Three Essays on Inflation Targeting: An Application to Canada and the United States tests various hypotheses about what variables the Bank of Canada and the U.S. Federal Reserve plan to target using monetary policy. His latest publication, Transfer Pricing – The Basics from a Canadian Perspective, was born from Jamal's vast experience in resolving transfer pricing issues and has been implemented as course reading material at Rotman School of Management, University of Toronto.

Jamal is currently under contract with LexisNexis to write his third book on transfer pricing, entitled, Advanced Topics In Transfer Pricing From an Economics Perspective.

In addition to his extensive experience in academia, Jamal has acted as a consultant for Human Resources Development Canada, where he examined the viability of the Canada Student Loan Program.
