Jessica Ho-Wo-Cheong

Jessica Ho-Wo-Cheong is an associate in Gowling WLG's Toronto office, practising in the Real Estate and Financial Services Group.

Her practice focuses on civil and social public-private partnership (P3) projects throughout North America. She advises private and public sector clients through all aspects of P3 projects, from procurement, design, construction, and financing to operations and maintenance.

Jessica has played a key role in more than a dozen P3 transactions during her three years of practice, including, most recently, projects in Ontario and British Columbia. Prior to joining Gowling WLG, Jessica was legal counsel at a top Canadian construction and building services company, where she was pivotal in the expansion of the company’s P3 portfolio. She draws upon these experiences to provide her clients with practical and tailored advice.

Highlights of PPP experience include:

  • Advised Infrastructure Ontario and the other sponsors in connection with QEW/Credit River Improvement Project and Highway 401 Expansion Project
  • Advised the project company and design-builder on the Broadway Subway Project
  • Advised the project company and design-builder on the Pattullo Bridge Replacement Project
  • Advised the facility manager on the Miami-Dade County Civil and Probate Courthouse
  • Advised the service provider on the closing of the Corner Brook Acute Care Hospital Project
