Sam Cooper

Sam trained with Gowling WLG and joined the Planning and Environment team in London on his qualification in September 2019, with experience in construction, real estate and planning. He also spent six months on secondment with Transport for London's in-house legal team in the property, planning and highways department.

Sam acts for both private and public sector clients and his experience varies from commercial investment acquisitions and residential development to environmental compliance, contaminated land and Japanese knotweed. He also has extensive experience with highway agreements and advises clients on the legal aspects of Common Land, Town and Village Greens and rights of way.


  • Advising on planning matters in connection with Blackstone's £4.7 billion acquisition of iQ Student Accommodation, the UK's largest private real estate transaction.
  • Advising various residential property developers on soil and groundwater contamination liabilities associated with brownfield sites
  • Advising a US sporting equipment manufacturer on chemicals and product liability issues
  • Acting for Transport for London on major highway agreements.
  • Advising The Hut Group on planning matters in connection with its acquisition of two luxury hotels in Manchester.

Sam is also co-chair of Openhouse, Gowling WLG's LGBT+ Employee Network
