As Parliament considers potential reforms to Canada’s Lobbying Act, questions are emerging about how to strengthen transparency and accountability without discouraging legitimate engagement with government.

Writing recently in The Hill Times, Gowling WLG partner Jacques Shore and counsel Suzanne Sabourin examine several proposed reforms and their potential implications for democratic participation. They argue that changes to the Act should preserve the balance between transparency and open engagement, with clear and proportionate disclosure requirements that protect privacy and confidentiality, preserve Parliament’s law-making role and avoid creating unnecessary compliance burdens, particularly for smaller organizations, non-profits, and charities.
