Jessica Foster

Jessica Foster is a partner in Gowling WLG's Infrastructure and Construction Group. She advises governments, public authorities, developers, contractors, manufacturers and other project participants throughout the lifecycle of major infrastructure and construction projects.

Jessica is known for bringing clarity to complexity. Clients turn to her when procurement strategies are evolving, commercial relationships are taking shape or traditional approaches are no longer the right fit. They value her ability to evaluate competing priorities, balance diverse interests, and help teams move forward with confidence.

Rather than beginning with legal analysis or drafting, Jessica begins with her clients' objectives. By defining the destination before designing the legal strategy, she helps leadership teams align around a common path forward, navigate uncertainty, and make well-informed decisions that support successful project delivery.

She is frequently engaged to advise on mandates that require sound judgment, collaboration and innovative approaches—from procurement modernization and new commercial frameworks to multi-stakeholder projects and first-of-their-kind infrastructure initiatives. Across every mandate, her focus remains the same: helping organizations achieve better project outcomes.

Before joining Gowling WLG, Jessica held senior legal roles with Infrastructure Ontario and Aon. At Infrastructure Ontario, she advised on the procurement and delivery of some of Canada's largest and most complex public infrastructure projects. At Aon, she developed a practical understanding of project risk, insurance and risk transfer, working alongside brokers, insurers and clients to evaluate significant risk exposures and develop effective insurance strategies. Together, these experiences continue to shape her ability to address multifaceted infrastructure challenges through legal, commercial, insurance and stakeholder perspectives.
