On June 16, 2022, Minister of Innovation, Science and Industry François-Philippe Champagne introduced Bill C-27, the Digital Charter Implementation Act in the House of Commons. If it becomes law, this bill would enact three new pieces of legislation: the Consumer Privacy Protection Act (CPPA), the Personal Information and Data Protection Tribunal Act (PIDPTA), and the Artificial Intelligence and Data Act (AIDA). At the outset of committee consideration of Bill C-27, Minister Champagne proposed a series of amendments to AIDA. Please refer to our comprehensive and updated timeline of Bill C-27 for the latest developments on the bill’s progress through the legislative process and our consolidated version of AIDA, which integrates the original text of AIDA and the Minister’s proposed amendments.

AIDA is intended to regulate international and interprovincial trade and commerce in AI systems by establishing common requirements applicable across Canada for the design, development and use of those systems. It also seeks to prohibit certain conduct in relation to AI systems that may result in serious harm to individuals or harm to their interests.

To help you prepare for the proposed changes, this guide outlines the scope, requirements, compliance measures and enforcement mechanisms proposed in AIDA, as well as the next steps before the bill is passed into law.
