
Bio
Holly is an Associate member of Gowling WLG's Public Inquiries and Investigations team with extensive experience of working alongside government departments in major public inquiries. Holly has significant years of legal experience supporting both Inquiry Legal Teams and government departments across a range of witnesses (some of whom are Core Participants) through every stage of complex and sensitive inquiry proceedings. She advises on all aspects of witness participation, from preparing and reviewing evidence to coordinating attendance at hearings. She has worked closely with leading counsel and Government Legal Department legal teams to manage disclosure; leading paralegal teams, drafting Rule 9's and witness statement responses, and developing evidence in response to the Inquiry Team's requests. Holly has provided internal and external training on the intricacies of public inquiries, and has helped organise lectures and Q&A's with experts in this area of law.
With a good understanding of the procedural and reputational challenges that inquiries present, Holly takes a measured and pragmatic approach to ensuring witnesses are fully prepared and supported, working sensitively with vulnerable witnesses. She supports counsel and has received consistent excellent feedback from those she has worked with. Holly combines careful analysis of complex factual material with an appreciation of the broader institutional and political context in which inquiries operate. Holly is experienced in managing large volumes of documentary evidence, coordinating multi-party correspondence, and liaising with inquiry teams to ensure the smooth progression of evidence and hearings.
