On August 13, 2015, Infrastructure Ontario and Sinai Health System announced that they had issued a request for qualifications to build and finance Mount Sinai Hospital's Phase 3A redevelopment project.

The project is a large-scale renovation of several key areas of the Toronto hospital including: redevelopment of the Critical Care Unit; expansion and redesign of the Emergency Department; expansion and redesign of Operating Rooms and Surgical Services; increased Medical/Surgery Inpatient capacity; redesign of some of the Ambulatory Care areas; and redevelopment of a full-service, in-house Medical Devices Reprocessing Department

The request for qualifications is the first step in the procurement process to select a team to build and finance the project. Submissions will be reviewed to pre-qualify project teams that have the necessary construction capability, experience and financial capacity to undertake a project of this size and complexity. Pre-qualified teams will then be invited to respond to a request for proposals, which is expected to be issued in early 2016.

Infrastructure Ontario is a Crown agency of the Province of Ontario that works to deliver public benefits through partnerships with the private sector. It delivers large, complex public infrastructure projects using a made-in-Ontario modern procurement and project management practice called Alternative Financing and Procurement (AFP).

We are counsel to Infrastructure Ontario with respect to this project with a team that includes Merie-Anne Beavis, Lindsay Wong and Katie Higgins.
