On March 27, 2018, Bermuda Land Development Company Limited ("BLDC") launched a request for qualifications (RFQ) for two infrastructure projects in Bermuda - a national Energy Generation Facility and an international Cargo Plant. Both sites are to be redeveloped on property previously occupied by US and Canadian military forces, known as Ships Wharf.

The proposed Energy Production Facility and Cargo Plant are expected to exceed US$150 million, and take several years to complete. Viable partners for each project will be selected based on the RFQ submissions and shortlisted companies will be invited to submit full proposals near the end of 2018.

Gowling WLG advised BLDC on all legal aspects of both procurement processes with a team led by Thomas Timmins and that included Cindy Kou, Jessica George, David Torchetti and Josiah Davis.
