Jennifer King and Matthew Estabrooks named co-leaders of Gowling WLG's Administrative Law Group in Canada

Gowling WLG is pleased to announce the appointment of Toronto partner Jennifer King and Ottawa partner Matthew Estabrooks as the new co-leaders of the firm's Administrative Law Group in Canada.

"Jennifer and Matthew have complementary practices in public and administrative law, and together have broad experience working with our colleagues across the country on judicial reviews, public inquiries, regulatory matters and proceedings before administrative tribunals," said James Buchan, Gowling WLG Canada's firm managing partner, clients. "Their combined experience will help modernize our practice and ensure it remains equipped to address the evolving needs of our clients across Canada."

A formidable litigator, Jennifer routinely represents clients in high-profile matters, many of which carry national significance. Her public law and regulatory practice encompasses a number of areas, including environmental law and climate change, constitutional law, public health, land use and municipal law and Indigenous rights. Over the course of her career, she has appeared before all levels of court, including the Supreme Court of Canada, public inquiries, tribunals, and institutions of public government, including the Nunavut Impact Review Board. Most recently, Jennifer represented the City of Windsor before the Public Order Emergency Commission, which explored the circumstances that led to Canada's declaration of emergency in February 2022.

A past contributor to the Administrative Law volume of Halsbury's Laws of Canada, Matthew represents clients in a wide variety of judicial review proceedings. Matthew complements his administrative law practice with a unique background representing clients before the Supreme Court of Canada, as well as advising on complex copyright matters. He also has extensive experience in railway regulatory matters before the Canadian Transportation Agency.

Jennifer and Matthew assume the role from Guy Régimbald, who was appointed a judge of the Federal Court of Canada in October 2022. Justice Régimbald built a robust administrative law practice and authored or co-authored some of the most frequently cited legal publications in Canada in their respective areas, including Canadian Administrative Law (3rd edition, 2021), The Law of the Canadian Constitution (2nd edition, 2017) and Supreme Court of Canada Practice.
