Anne-Marie Brien

Anne-Marie Brien is a partner in Gowling WLG's Montréal office, working in the Business Law Group. Her practice focuses primarily on construction, major infrastructure projects, and public and private procurement matters. She recently acted for the Québec Ministry of Transportation in the procurement processes for the construction of the new Île-d’Orléans Bridge (a $2.7B design-build project) and the reconstruction of the Île-aux-Tourtes Bridge (a $2.3B design-build-finance project).
Anne-Marie currently acts as external counsel to the Société québécoise des infrastructures in all aspects of the construction phase of the Vaudreuil-Soulanges Hospital (a $1.6B design-build-finance project) as well as the Fleurimont Hospital (a $275M construction management project).
She has in-depth knowledge of guaranteed energy savings projects and the relevant legislation in the Province of Québec, having assisted in the drafting, review and negotiation of many multimillion-dollar contracts in recent years.
In addition, Anne-Marie was recently involved in the drafting and negotiation of development phase and construction agreements for multimillion-dollar buildings and facilities being built in accordance with the progressive design-build approach.
In 2024, she assisted in the drafting and negotiation of the construction contracts for an 85-km long 69 kV hydroelectric power line built, owned and operated by the Waswanipi Cree First Nation and its related business entities (a $175M design-build project).
Prior to joining Gowling WLG, Anne-Marie acted as counsel to the private consortium retained for the engineering, procurement and construction of the Réseau express métropolitain (a $9.4B design-build project). She also worked for the public bodies on the major repairs to the Louis-Hippolyte-La Fontaine Tunnel and related works (a $1.1B design-build-finance project).
In 2014, Anne-Marie earned a license in Civil Law from the University of Ottawa. During her studies, she also participated in the cooperative learning program. As part of the latter, she completed numerous student internships in various areas of law, and was awarded the Co-op Student of the Year prize in 2012 and 2013.
Since October 2022, she has been a member and secretary of the board of the Montréal Young Chamber of Commerce and a member of the Construction Executive Committee of the Canadian Bar Association.
Anne-Marie is fully fluent in French and English.
