Nicolas Dubé

Nicolas Dubé is a partner in Gowling WLG's Montréal office. He began his professional career with the firm in 2008 as a summer student, and continued on as an articling student and associate before becoming a partner in 2019.

After working as an associate in a boutique firm specializing in environmental law, Nicolas rejoined Gowling WLG in 2016, where his practice now focuses on regulatory law in the energy sector, environmental law and litigation.

Nicolas holds a bachelor's degree in mathematics, with a focus on actuarial science from the University of Montréal. Before starting his law career, he worked in a major pan-Canadian actuarial firm.

Throughout his years of practise, he has developed special skills relating to environmental, energy, administrative and public law. His current practice focuses equally on litigation and advising businesses.

Nicolas practises law in English and French.

Representative Work

Representative work

  • Knowledge of the energy sector with regard to commercial and regulatory litigation, particularly as it pertains to the production, sale, distribution and transmission of power. As such, he has acted in different matters before the Régie de l'énergie du Québec:
    • Acted in many rate matters for Hydro-Québec TransÉnergie — most notably the major matter involving the update of the Rates and conditions to meet the requirements of the orders 890 and subsequent orders of the Federal Energy Regulatory Commission
    • Acted in the process of adopting reliability standards with regard to energy transportation filed by the Reliability Coordinator for Québec
    • Acted in a matter pertaining to the establishment of an incentive regulation mechanism to ensure the achievement of an improvement in efficiency by the Distributor and Hydro-Québec TransÉnergie pursuant to section 48.1 of the Act Respecting the Régie de l'énergie
    • Acted in regard to the Notice concerning measures to improve rate practices in the electricity and natural gas sector
  • Advised on a variety of environmental law matters (water, air, contaminated soils, hazardous materials, waste material, hazardous waste materials, certificates of authorizations and other environmental approvals, carbon market, hazardous materials transportation, investigations, inspections, etc.)
  • Acted for various organizations in civil and criminal environmental litigations, before common law courts (municipal courts, Québec Court, Superior Court and Appeal Court) as well as administrative tribunals (Quebec Administrative Tribunal, Commission de la protection du territoire agricole du Québec, Access to information Commission and the Régie de l'assurance maladie du Québec)
  • Participated in numerous due diligence audits regarding the financing and the acquisition of businesses in the environmental and renewable energy sector, in particular, in the wind energy sector
  • Advised and acted for a number of health professionals with regard to a major investigation led by the Régie de l'assurance maladie du Québec
