Anne-Marie Brien

Anne-Marie Brien is a partner in Gowling WLG's Montréal office, working in the Business Law Group. Her practice focuses primarily on construction, public and private procurement, as well as major infrastructure projects.
She recently represented the Ministère des Transports et de la Mobilité durable in procurement processes related to the construction of the new Île d’Orléans Bridge (a design-build project worth approximately $2.7 billion), as well as the deconstruction and reconstruction of the Île-aux-Tourtes Bridge (a design-build-finance project valued at roughly $2.3 billion).
Anne-Marie regularly acts as external legal counsel to the Société québécoise des infrastructures. She handled all aspects related to the delivery of the new Vaudreuil-Soulanges Hospital (a design-build-finance project exceeding $1.6 billion), as well as the construction of the Mother-Child Centre and emergency department at Fleurimont Hospital (a major construction management project worth over $275 million).
Anne-Marie also recently participated in drafting and negotiating agreements for the development and construction phases of airport facilities and healthcare institutions, with a combined value of several hundred million dollars, carried out using a collaborative progressive design-build model. She also has extensive knowledge of guaranteed energy savings projects and the applicable legislation in Québec, having taken part in drafting, reviewing, and negotiating numerous multi-million-dollar contracts in recent years.
In 2024, she participated in drafting and negotiating the construction contracts for an 85 km, 69 kV hydro-electric power line built, owned, and operated by the Waswanipi Cree First Nation and its related business entities (a $175 million design-build project).
Before joining Gowling WLG, Anne-Marie worked as in-house counsel for the construction consortium responsible for the engineering, procurement, and construction of the Réseau express métropolitain (a light rail project delivered as a design-build contract, valued at approximately $9.4 billion). She also worked with public bodies on matters related to the major repairs to the Louis-Hippolyte-La Fontaine Tunnel and related works (a design-build-finance project valued at approximately $2.5 billion).
Since October 2022, she has been a member and secretary of the board of the Montréal Young Chamber of Commerce, as well as serving on the Construction Executive Committee of the Canadian Bar Association
Anne-Marie earned a license in Civil Law from the University of Ottawa. During her studies, she participated in the cooperative learning programme, as part of which she completed several internships in various areas of law and was awarded the Co-op Student of the Year prize twice, in 2012 and 2013.
