Across Canada, government responses to COVID-19 have resulted in the rapid creation of a significant number of relief programs for businesses and individuals. These programs span federal, provincial, and municipal governments, and many are being offered in partnership with financial institutions.

However, relief program availability continues to change rapidly, and also varies based on location and circumstances. This makes it difficult for businesses and individuals to know what resources are available at any given time.

To assist with this matter, Gowling WLG has prepared the attached resource to aggregate government relief programs across the country. The guide, which is updated regularly, also provides key insights about access and eligibility.

Key updates for the weeks of September 13 - 19:

  • The governments' focus continues to be on reopening and addressing community outbreaks. The Federal government will make a Speech from the Throne next week (September 23).

  • Wednesday, September 16: Following three days of federal cabinet meetings, the Prime Minister shared the details of the investments that will be made through the $19 billion Safe Restart Agreements with the provinces and territories. Provinces and territories submitted letters setting out how the funds would be best allocated and federal funding will be transferred shortly.

  • Thursday, September 17: Ontario introduced the Helping Tenants and Small Businesses Act, which would, if passed, freeze rent in 2021 for most residential units (both rent-controlled and not).
