Andrew Newbery

Andrew's long and diverse international experience includes being the original co-founder (from concept stage in 2015) of the £1.4 billion NeuConnect HVDC interconnector project - to be built between Germany and the UK. The role that #NeuConnect will play in delivering #NetZero was recently applauded by Prime Minister Boris Johnson and Chancellor Angela Merkel.

Since joining Gowling, Andrew has built on his #NeuConnect experience as well as on his experience as Head of Commercial to Thames Water on the successful procurement of the £4.2 billion Thames Tideway Tunnel - the delivery model for which is being adopted in the nuclear sector for Sizewell C and in the water sector as part of Ofwat's Direct Procurement for Customers programme.

Andrew was recently shortlisted by Legal 500 for team and individual awards in the Projects, Energy and Natural Resources category. He was also part of the team that recently won Partnership Awards 2019: Best Legal Advisor. Andrew has repeatedly been listed as one of a small number of leading lawyers in Chambers 2021 - Energy & Natural Resources: Power in UK wide and in various sections of Legal 500 2021.

Andrew is the firm's relationship partner for the Nuclear Decommissioning Authority.

Andrew has practised as a partner at two other major law firms. During some of this time he was based in the Middle East where he built a reputation advising on significant EMEA infrastructure, energy, mining and project finance transactions. Andrew returned to the UK in 2013; successfully studied for arbitration exams before then getting involved in Tideway and then starting the NeuConnect project in 2015.

Other transactional experience includes:

  • Recently advised Japanese-led consortia on the project financing aspects of their bids for a power, water and HVDC interconnector projects in the United Arab Emirates. Andrew has been involved in more than a dozen 'Abu Dhabi model' I(W)PP since 1999.
  • Advising on energy storage projects in UK and overseas.
  • Advised a Siemens' consortium on a power generation project - the first successful greenfield project financing in Armenia which achieved financial close in 2019 (2017-19).
  • Advised Bacanora on Eurobond project financing of Lithium mine in Mexico which reached financial close in July of last year (2019).
  • Part of team advising Highways England on the procurement of the £1.5+ billion A303 Stonehenge tunnel (2018-19).
  • Advised GuarantCo (part of PIDG, a multi-donor organisation substantially funded by the UK's DIFD) on the first dual listing of Ghanaian corporate debt (2018).
